Graduate of Bar-Ilan University in Ramat Gan, Israel (B.A in Political Sciences and History), the Hebrew University in Jerusalem (M.A Political Sciences), Haifa University (M.A. Political Sciences) and the National Security College.
Joined the Ministry of Foreign Affairs in 1978 and served in different diplomatic posts in Panama (1982-1985), Madrid (1985-1988) and Tokyo (1991-1996), before becoming Consul General in Istanbul (2005-2009). Between 2014 and 2017 served as a non-resident ambassador to various Caribbean states (Guyana, Barbados, Suriname, Trinidad and Tobago, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines) and member of the Mission of Israel to the UN.
Held various positions at the Ministry of Foreign Affairs in Jerusalem including Deputy Spokesperson, Director of the Departments of the Pacific, Southeast Asia and Northern Europe and Head of Bureau of the European Division.
Married to Ayalah Shapiro Bivas, father of five and grandfather of two.
Speaks Hebrew, English and Spanish.
